Senate Backs USD 363.9M Road Concession, Paving Way for Major Western and Northern Highway Upgrades

The Liberian Senate has endorsed and concurred with the House of Representatives on a landmark road concession agreement between the Government of Liberia and Parvifort AL Association, Inc. along with Parvifort (S.L) Ltd. The deal—structured under a Public-Private Partnership (PPP) and Build-Operate-Transfer (BOT) model—sets the stage for the construction, expansion, and long-term maintenance of more than 300 kilometers of key highway corridors across the Western and Northern regions.

The approved concession covers an estimated 313 kilometers of roadway to be developed over a five-year implementation period, representing one of the largest transport infrastructure undertakings in recent years.

According to the agreement, the total project value stands at USD 363.9 million. The Liberian government will shoulder 40% of the cost, partly financed through USD 46 million from the National Road Fund and the balance drawn from the national budget. Parvifort will secure the remaining 60% through shareholder equity and commercial borrowing.

The concession spans 25 years, during which the company will manage and operate toll systems along the roads before handing the assets back to the government at the end of the term.

The targeted road corridors include:

St. Paul Bridge–Klay (38 km, four lanes)
Klay–Bo Waterside (79 km, four lanes)
Klay–Tubmanburg (22 km, two lanes)
Madina–Robertsport (30 km, two lanes)
Voinjama–Mendikorma (86 km, two lanes)

Completion timelines for the various segments range from 2028 to 2030, depending on the corridor and construction sequence.

The Senate’s concurrence marks a major step toward enhancing national connectivity, promoting regional trade, and improving travel across some of Liberia’s most economically significant routes.
