President Joseph Nyuma Boakai has reaffirmed his administration’s commitment to transforming Liberia’s transport infrastructure by renewing and refocusing the mandate of the Liberia National Railway Authority (LNRA) through Executive Order No. 153, issued on October 16, 2025.
The new directive replaces and strengthens Executive Order No. 136, reinforcing the LNRA as a key national body responsible for regulating and facilitating the country’s railway development. The move underscores the strategic role of rail transport in boosting Liberia’s economic growth, regional connectivity, and global competitiveness.
According to the Executive Order, the LNRA will continue as the custodian of national railway policy, ensuring equitable access, safety, and efficiency across multiple sectors, including mining, agriculture, and forestry. The Authority will also drive sustainable management of Liberia’s railway assets pending the passage of enabling legislation by the National Legislature.
To enhance implementation, the government will engage a qualified international advisory and technical partner with deep experience in railway regulation and infrastructure development. The advisory entity will help design institutional frameworks, strengthen governance systems, and develop a transparent regulatory structure aligned with global standards.
The team will also draft the enabling Act to legally establish the LNRA, create a fair multi-user access model, and propose financing mechanisms such as public-private partnerships. Environmental and climate resilience safeguards will also be integrated into future railway plans and projects.
Oversight of the advisory process will be led by the Ministry of State for Presidential Affairs, working in coordination with other relevant ministries and agencies. A designated Rail Authority Liaison Officer and two technical staff from the Civil Service Agency will support the implementation process.
President Boakai described the railway reform as a key step in modernizing Liberia’s transport network and promoting inclusive development. “A modern, efficient, and transparent railway system is critical to unlocking Liberia’s economic potential,” he stated. “This renewed focus ensures our railways serve the collective interest of all Liberians and support long-term national progress.”
Executive Order No. 153 takes effect immediately and will remain in force until formal legislation establishing the Liberia National Railway Authority is enacted or until amended or revoked by the President.
