IMF Trains LRA Senior Officials to Boost Revenue Reforms

Farmington, Margibi Co.— The International Monetary Fund has wrapped up a four-day leadership training for senior officials of the Liberia Revenue Authority, targeting stronger institutional capacity and improved revenue administration.

The workshop, held April 27–30 at the Farmington Hotel, was conducted through the IMF’s AFRITAC West 2 and brought together top executives of the Authority. Sessions covered strategic leadership, reform management, performance monitoring, and results-based decision-making.

IMF experts Idia Penane, Philip Wood, and Damien Anciano led the training, delivering practical modules aimed at enhancing leadership effectiveness and improving coordination across LRA departments.

The program is part of wider efforts to equip senior managers with tools to drive institutional reforms and meet Liberia’s revenue mobilization targets. As the country works to expand its domestic resource base, the LRA has faced pressure to modernize operations and increase tax compliance.

90-Day Action Plans

Each participant developed a 90-day leadership action plan as a key outcome of the training. The plans are designed to convert lessons from the workshop into measurable improvements in performance and service delivery across the institution.

Speaking at the closing ceremony, LRA Commissioner General James Dorbor Jallah thanked the IMF for its continued technical support. He stressed the need for “sustained engagement, practical tools, and structured follow-up mechanisms” to ensure the training produces lasting institutional impact.

Broader Context

The training comes as Liberia seeks to raise domestic revenue to fund development priorities and reduce reliance on external support. The IMF, through AFRITAC West 2, provides capacity development to countries in the region in public financial management and revenue administration.

The LRA has been implementing reforms to broaden the tax base, improve taxpayer services, and strengthen enforcement. Leadership training for senior managers is seen as critical to executing those reforms effectively.

No date was given for the next phase of IMF support, but Jallah’s call for structured follow-up suggests the Authority expects continued collaboration.
