Government Officially Recognizes July 17 Protest, Invites Organizers to Coordinate Security with PoliceSTAND-led coalition says march under theme “No to Drugs” is constitutionally cleared and remains on schedule

MONROVIA, Liberia – The Government of Liberia has formally acknowledged the planned July 17 peaceful protest, with the Ministry of Justice inviting organizers to a coordination meeting to finalize security arrangements with the Liberia National Police.

In a letter dated July 13, 2026 addressed to Mulbah K. Morlu, Jr., Chairman of Solidarity and Trust for a New Day (STAND) and Collaborators, the Ministry said it had duly noted the group’s formal notification submitted on July 9, 2026. The protest is scheduled for July 17, 2026 under the theme “No to Drugs” and is being held pursuant to Article 17 of the 1986 Constitution of Liberia.

“By directive of the Minister of Justice and Attorney General, you are hereby invited to a roundtable discussion tomorrow, July 14, 2026, at 2:00 p.m., at the Ministry of Justice,” the letter signed by Col. Wilson W. Boe, Sr., Coordinator, Joint Security stated. “The purpose of this meeting is to coordinate with the Liberia National Police to ensure that appropriate security arrangements are made for your planned protest, thereby safeguarding public order and the rights of all parties.”

The July 17 Protest Coalition welcomed the government’s response, saying the official engagement “reaffirms the constitutional legitimacy of the July 17 peaceful protest and the government’s responsibility to facilitate a peaceful, orderly, and secure exercise of the people’s constitutional rights.”

“This official engagement removes any doubt that the July 17 peaceful protest is proceeding within the framework of the Constitution and the laws of Liberia,” the coalition said in a statement. “The focus now is not whether the protest will take place, but ensuring that every Liberian can participate freely, peacefully, and safely.”

In preparation for the meeting, the coalition has constituted a six-member delegation to meet with the Ministry of Justice. The delegation is headed by Justin Jallabah and includes Foday Massaquoi, Timothy Johnson Kowah, Jr., Godwin K. Tarnue, David K. Watson Jr., and Philo Koffa. The coalition said the delegation’s mandate is strictly limited to security coordination and logistical arrangements.

The group also called on Liberians to turn out for the protest peacefully. “We therefore call on all patriotic Liberians to turn out in their numbers, remain disciplined and peaceful, reject every form of provocation, and stand united in the exercise of our constitutional right to assemble and peacefully petition our government,” the statement said.

The July 17 protest remains firmly on schedule, according to organizers.
