CSA boss requests GAC to conduct forensic audit aimed at establishing financial malpractices and irregularities within the system

Monrovia, Liberia- The Civil service Agency (CSA) have requested the General Auditing Commission ( GAC) to conduct a forensic audit, covering the period January 1,2022 to December 31, 2023.

The Director General of the Civil service Agency ( CSA) Mr, Josiah F. Joekai Jr, noted that the decision to conduct such Audit is predicated upon the urgent need for comprehensive reforms to rectify egregious discrepancies and prevent further misuse of public funds as such reforms are imperative to restore the civil Services Agency efficiency, responsiveness, integrity and ensure accountability and transparency.

Mr, Josiah F. Joekai Jr, said the exercise will provide vital insights into the extent of financial mismanagement and abnormalities within the network.

Speaking at the ministry of information cultural Affairs and Tourism regular press briefing on Tuesday March 26, 2024, the CSA boss disclosed that his institution is working with the ministry of Finance and Development Planning to finalize the payroll automation process from Alternative Temporary Automated pay system to modern Civil service management system.

He further that transitioning to the new system, is to keep the ATAPs version of the payroll accessible specifically during the upcoming essential payroll compliance audit and the CSA system and financial audit to ensure that all payroll related discrepancies are appropriately captured during these audits.

Mr. Joekai at the same time disclosed that as part of an ongoing reforms efforts, the CSA meticulously drafted a comprehensive policy guidelines to transform the selection, employment, and management of consultants and consulting firms across the government.

He explained that the policy, when completed in roughly two weeks, will be officially launched by President Joseph Nyuma Boakai as means of making significant departure from the immediate past system of fraud and corrupt consultancy practices.

Meanwhile, the Director General of the General Civil Agency have revealed that the CSA has proposed a consultancy budget allocation of US 2,000,000 for the upcoming fiscal period, reflecting an impressive saving of US# 4.1 million from previous US 6.1 million spend for the last fiscal year during the administration of former President George weah.

The new fiscal policy coupled with the implementation of the consultancy policy guidelines promises to yield substantial dividends for the government.
