LiMA Tops Government Performance Rankings Under PMCS

Monrovia, Liberia — The Liberia Maritime Authority (LiMA) has emerged as the highest-performing public institution under the Government of Liberia’s Performance Management and Compliance System (PMCS) for 2025, marking a significant milestone in the country’s push for improved public sector accountability and efficiency.

The recognition was formally received by John F. Harvey, Deputy Commissioner for Domestic Vessel Registration and Safety, on behalf of LiMA’s Commissioner and Chief Executive Officer, Neto Zarzar Lighe Sr.. He was joined at the ceremony by Desire Satia, Deputy Chief Financial Officer and the institution’s focal person for the PMCS.

The award highlights LiMA’s sustained efforts to strengthen institutional performance through accountability, governance reforms, and results-oriented service delivery. According to officials, the Authority has consistently met and surpassed key performance benchmarks, while improving operational systems across its departments.

Under the leadership of Cllr. Lighe, LiMA has rolled out a series of reforms aimed at enhancing transparency, increasing revenue generation, and aligning its operations with international maritime standards. These measures have not only improved internal efficiency but have also supported broader national development objectives.

The PMCS, a government-wide initiative, is intended to track institutional performance, promote efficiency, and ensure public entities remain answerable to citizens through measurable outputs.

LiMA’s top ranking positions the Authority as a benchmark within Liberia’s public sector, reinforcing its role in advancing the country’s maritime sector through innovation, professionalism, and effective service delivery.
