LiMA Earns Top Marks in 2024 Audit, GAC Issues Clean Opinion

Monrovia, Liberia – The Liberia Maritime Authority has again secured the highest rating possible from the General Auditing Commission, receiving an “unqualified opinion” on its financial statements for the year ended December 31, 2024.

In his report, Auditor General P. Garswa Jackson said LiMA’s financial statements “present fairly, in all material respects,” the Authority’s financial position, performance, and cash flows for 2024, in line with International Financial Reporting Standards. The GAC noted it obtained sufficient and appropriate audit evidence to support its opinion, pointing to the strength of LiMA’s financial reporting systems and internal controls.

An unqualified opinion is considered the gold standard in external audits. It means the statements are free from material misstatements and comply with established accounting standards.

The result reflects ongoing reforms at LiMA under Commissioner/CEO Neto Zarzar Lighe Sr. to tighten governance, improve financial management, and ensure responsible use of public resources.

“This unqualified opinion is a strong testament to our commitment to transparency, accountability, and responsible financial management,” Cllr. Lighe said. He credited the Authority’s finance team and staff for their professionalism and added that LiMA will keep raising standards of fiscal discipline while aligning operations with international best practices.

Lighe said the Authority will continue pursuing reforms to boost efficiency, strengthen compliance, and build public confidence in how Liberia’s maritime sector is managed.

The audit adds to a string of institutional milestones for LiMA in recent years. The Authority has been modernizing administrative and financial operations as part of the government’s broader good governance and economic development agenda.

LiMA says it remains committed to delivering on its mandate and supporting national development through sound administration of Liberia’s maritime program and resources.
