NOCAL CEO Dennis Under Investigation For Allege Corruption Scandal

A high-profile corruption probe has been launched into the leadership of the National Oil Company of Liberia (NOCAL), with its President and CEO, Hon. Rustonlyn Suacoco Dennis, at the center of a web of financial improprieties and alleged kickbacks, according to a letter from the Liberia Anti-Corruption Commission (LACC).

The investigation, spanning the period of July to December 2024, alleges that under Hon. Dennis’ leadership, NOCAL engaged in fraudulent financial transactions, including inflating vehicle purchase costs, awarding questionable contracts, and mismanaging funds meant for corporate social responsibility (CSR).

$30,000 Kickback Scheme Uncovered

One of the most damning allegations involves the purchase of an MG 2024 Rx8 SUV from Cactus Motors at a highly inflated cost of $75,000, when the vehicle’s actual market price was only $45,000. The excess $30,000 was allegedly returned as a kickback, which was then used to acquire another vehicle, registered under a private company linked to the CEO.

Multi-Million Dollar Contract Under Scrutiny

Further investigations reveal that Hon. Dennis allegedly used her influence to award a $585,000 consultancy contract to West Africa Geo-Services (WAGS), with a staggering $300,000 paid upfront, raising red flags over violations of both the Public Procurement and Concessions Commission (PPCC) Act of 2005 and the Public Financial Management (PFM) Law of 2009.

CSR Funds Allegedly Misused for Political Gains

The LACC also suspects that Hon. Dennis mismanaged thousands of U.S. dollars allocated for CSR programs, allegedly diverting funds to support political allies in District #4, Montserrado County. This raises concerns over public funds being funneled into political patronage rather than community development initiatives.

LACC Demands Answers

In response to these alarming allegations, the LACC has summoned Hon. Dennis for questioning at its headquarters on Thursday, February 6, 2025, at 11:00 AM. The commission has advised her to appear with legal counsel as she provides testimony regarding the alleged financial misconduct.

As the nation grapples with yet another high-profile corruption case, all eyes are on the LACC to see whether this investigation will lead to serious legal consequences or become another politically charged controversy.
