Monrovia, Liberia – The National Road Fund (NRF) of Liberia has strongly refuted recent corruption allegations, dismissing them as fabricated attempts to tarnish its reputation. In a statement issued today, the NRF emphasized that all claims suggesting the mismanagement of funds and improper awarding of contracts in 2023 are entirely baseless and misleading.
The NRF clarified that its contract with BLECO Group in 2023 followed a transparent and competitive procurement process. The contract, which focused on conducting a Quality Assurance and Review Process for road projects funded between 2020 and 2022, was legally awarded with full compliance to public procurement laws. The NRF further stressed that the Public Procurement and Concessions Commission (PPCC) granted a “No Objection” approval after a thorough evaluation, confirming that BLECO Group met all necessary requirements.
“All payments under the contract were tied to agreed deliverables,” the statement read. “The BLECO Group fully complied with all contractual obligations before receiving payments, ensuring there were no conflicts of interest.”
Additionally, the NRF reaffirmed its authority to enter into contracts, citing the National Road Fund Act of 2016. The legislation grants the NRF Manager and the Inter-Ministerial Steering Committee (IMSC) the legal mandate to oversee financial allocations and contract approvals related to Liberia’s road infrastructure.
The agency also responded to concerns regarding its funding of a solar lighting project in Grand Cape Mount County. The NRF emphasized that such projects fall within its jurisdiction as they contribute to road safety and infrastructure development. The organization pointed to specific provisions in the NRF Act that allow funding for planning, management, and other administrative expenses directly related to road maintenance activities.
“These false allegations are part of a smear campaign aimed at discrediting the NRF,” the statement continued. “The public is urged to rely on verified information rather than misinformation intended to cause unnecessary doubt.”
The NRF reaffirmed its commitment to transparency, accountability, and responsible management of road maintenance funds, assuring Liberians that it remains focused on ensuring the effective use of public resources for national infrastructure development.
