‎LiMA, PMCS Secretariat Hold Joint Review Session on Performance System‎

‎‎Monrovia, Liberia — The Liberia Maritime Authority (LiMA) has reaffirmed its dedication to transparency, accountability, and efficiency in public service delivery as it continues to implement the Government of Liberia’s Performance Management and Compliance System (PMCS).

‎On Wednesday, August 20, 2025, a LiMA delegation led by its Cabinet Focal Person for PMCS implementation, Mr. Desire Satia, held a one-day working session with a visiting team from the PMCS Secretariat under the Ministry of State for Presidential Affairs. The session focused on reviewing LiMA’s second-quarter performance management contract report** and evaluating progress made under key deliverables.

‎The PMCS, a flagship reform initiative of the Liberian Government, is designed to strengthen accountability and improve performance across ministries, agencies, and commissions. It aligns institutional outputs with the country’s national development goals while fostering a results-oriented culture within the public sector.

‎During the session, the PMCS Secretariat team—headed by Mr. Gerald Hanyor—assessed LiMA’s quarterly performance, paying close attention to major targets set for completion during the reporting period. The four-member delegation also reviewed supporting documentation, provided technical advice, and recommended strategies to enhance LiMA’s performance tracking and reporting systems. These measures, according to the team, are intended to ensure that the Authority’s achievements are fully validated and reflected in the government’s overall performance evaluation.

‎Presenting LiMA’s progress report, Mr. Frederick Varnie, Director of Research and Innovation, highlighted notable milestones achieved since the last assessment. He praised the Authority’s continuous improvement efforts and reaffirmed LiMA’s commitment to meeting all performance targets under the PMCS framework. Mr. Varnie expressed confidence that LiMA would remain among the top-performing government entities in terms of compliance and results delivery.

‎The working session also created space for open dialogue between LiMA’s technical staff and the PMCS Secretariat team, emphasizing ways to strengthen institutional compliance, enhance evidence-based reporting, and sustain a culture of accountability and transparency across the public sector.

‎Senior officials who participated in the session included Mr. Desmond Waka Doe, Director of Business Development; Mr. Michael Quayee Cooper, Director of Finance and Comptroller; Mr. Paul F. Fallah, Director of Risk Management and Quality Assurance; Mr. Mandela Mangull Porson, Director of Procurement; and Atty. Anthony T. Twe, Director of Domestic Vessels Registration, along with other key technical staff.

‎Through its active collaboration with the PMCS Secretariat, the Liberia Maritime Authority continues to demonstrate strong commitment to good governance, institutional reform, and sustainable development. LiMA maintains that the PMCS is not merely a compliance exercise but a critical mechanism for driving performance, improving service delivery, and ensuring accountability to the Liberian people.
