LiMA Leads Nationwide Maritime Security Drill at Major Ports

Monrovia, Liberia — The Liberia Maritime Authority (LiMA) has conducted a nationwide International Ship and Port Facility Security (ISPS) Level 2 exercise, testing Liberia’s preparedness to respond to potential maritime threats across its principal port facilities.

The drill, the second of its kind in five years, was carried out simultaneously at key ports in collaboration with the National Port Authority (NPA) and a range of national security and emergency response institutions. The exercise forms part of Liberia’s adherence to the global ISPS Code, introduced in 2004 to strengthen maritime security.

Speaking on behalf of the Authority, Deputy Commissioner for Domestic Vessel Registration and Safety, John F. Harvey, said the simulation was intended to evaluate the effectiveness of port security plans and improve coordination among responding agencies. He noted that the exercise also focused on enhancing command structures, communication systems, and emergency response strategies.

The scenario required port facilities to elevate their security status from MARSEC Level 1 to Level 2, triggering a coordinated response from multiple agencies. These included the Liberia National Police, Liberia Seaport Police, Liberia Immigration Service, Liberia National Fire Service, the Ministry of Health’s ambulance service, and the Liberia Coast Guard, all of which deployed personnel and resources both onshore and offshore.

Mr. Harvey said the exercise underscores Liberia’s commitment to maintaining international maritime security standards, particularly amid evolving threats in the Gulf of Guinea. He stressed that safeguarding port infrastructure and vessels is essential not only for national security but also for the stability of global trade.

Authorities described the overall outcome of the drill as successful, citing effective collaboration among participating institutions and a strong demonstration of readiness by port personnel and enforcement agencies.

Looking forward, LiMA says it plans to broaden future exercises to include terminal operators and shipping companies as part of efforts to further reinforce Liberia’s maritime security framework.

The Authority also commended all participating entities for their cooperation and reiterated its commitment to routine drills aimed at ensuring a resilient and responsive maritime security system.
