CSA Orders Mandatory Property Tax Compliance for All Government-Appointed Officials

The Civil Service Agency (CSA) has issued a hard-hitting directive mandating all Government-Appointed Officials, Directors, and Mid-Level Managers to fully settle their outstanding Real Property Taxes or face swift administrative penalties.

‎In a circular dated November 18, 2025, CSA Director-General Josiah F. Joekai Jr. reminded senior government officials that the President’s mandate on compulsory property tax payment is now being strictly enforced as part of a nationwide push for transparency, accountability, and responsible public service.

‎Citing Part X, Section 10.1 of the National Code of Conduct, the CSA emphasized that all public officials are required not only to declare their assets annually but also to ensure those assets carry **no unpaid taxes or encumbrances**. The agency warned that ignoring these tax obligations is a direct violation of the President’s directive.

‎To tighten enforcement, the CSA will collaborate with the Ministry of Finance and Development Planning, the Bureau of State Enterprise, and the Liberia Revenue Authority. These institutions will jointly verify compliance and compile the names of officials who fail to meet the requirement.

‎The memo leaves no room for doubt: officials who refuse or neglect to comply may face salary deductions, suspension of benefits, or other penalties allowed under existing laws.

‎The CSA encouraged all officials to review the Executive Mansion’s Presidential Directive on Mandatory Compliance with Real Property Tax Obligations, stressing that the government is ramping up efforts to strengthen fiscal discipline and revenue integrity across ministries and agencies.

‎As Liberia intensifies its fight against corruption and fiscal indiscipline, the latest CSA directive marks a significant step toward ensuring senior officials lead by example in meeting their legal tax obligations.
