In a major step towards expanding access to clean energy, Canadian Pacific Consulting Services (CPCS), in collaboration with the Environmental Protection Agency (EPA) of Liberia, has officially launched the country’s Renewable Energy Investment Framework. Valued at USD 1.2 million, the initiative aims to strengthen Liberia’s energy sector and attract independent power producers through strategic engagement with the Green Climate Fund.
The newly unveiled report outlines an investment framework and roadmap to support a 100MW renewable Independent Power Producer (IPP) program in Liberia. This framework is expected to boost energy supply, foster economic resilience, and support Liberia’s transition to cleaner energy sources.
Speaking on behalf of EPA Executive Director Dr. Emmanuel Urey Yarkpawolo, Mr. Ben Karmorh Jr.—Chief Technical Advisor and Climate Change Focal Person—described the document as a “blueprint for a brighter, sustainable future.” He emphasized that it represents both a national commitment to progress and a critical tool in the global fight against climate change.
According to Mr. Karmorh, the framework is significant not only for its environmental benefits but also for its promise of economic transformation. By diversifying Liberia’s energy mix, it will help create jobs, empower local businesses, and contribute to a vibrant, inclusive, and sustainable economy.
“The roadmap sets ambitious targets, enabling Liberia to meet its Nationally Determined Contributions (NDCs) under the Paris Agreement. Moving away from fossil fuels will reduce our carbon footprint and support global climate goals,” he stated.
He also highlighted that investing in renewable energy will enhance Liberia’s resilience to climate change impacts, ensuring a more secure and prosperous future.
Mr. Karmorh called the framework a “strategic plan” and a “call to action” for all stakeholders, urging unified efforts to ensure its successful implementation: “By working together, we can create lasting change for Liberia.”
Also speaking at the launch, CPCS Senior Consultant and Project Manager Phillips Spencer commended the technical working group and the steering committee for their critical role in reviewing and validating the framework. He also acknowledged the leadership of the EPA in advancing the initiative.
Spencer noted that parts of the report contain commercially sensitive and confidential information, underscoring its strategic importance.
