
Monrovia, Liberia — Criminal Court “A” at the Temple of Justice has ordered the Management of Building Material Center (BMC) to produce key financial and contractual documents linked to the construction of the Clar Hope Foundation facilities, issuing a subpoena duces tecum for the company’s top executives to appear in court this week.
The order, signed by Resident Circuit Judge Roosevelt Z. Willie and Clerk of Court Gabriel J. Smith, commands BMC’s General Manager, Chief Executive Officer, shareholders, and all officials acting under the company’s authority to appear on Thursday, November 27, 2025, at 10:00 a.m.
The subpoena stems from a petition filed by the Assets & Property Retrieval Task Force, chaired by Cllr. Edwin K. Martin, requesting court intervention to obtain documents believed to be in BMC’s possession.
According to the writ, BMC must produce:
- The construction contract for the Clar Hope Foundation project
- Payment vouchers and checks issued during the construction period
- Payment receipts
- Bill of Quantity (BOQ)
- “Other payment documents” linked to the foundation’s construction and development
These records, the court says, are necessary for the ongoing review of transactions associated with the project.
The Sheriff of Montserrado County has been instructed to serve the writ and return it with proof of service, while the respondents risk legal consequences if they fail to comply.
The subpoena is part of a broader effort by the Assets & Property Retrieval Task Force, which has been examining various public and private sector dealings as part of its mandate.
With BMC required to present detailed financial documentation, Thursday’s appearance is expected to shed more light on the financial trail behind the Clar Hope Foundation’s construction activities.
