Monrovia, Liberia — The Liberia Anti-Corruption Commission (LACC) has been asked to review the circumstances surrounding the 2018 Cargo Tracking Note (CTN) contract, following a formal complaint submitted by the Civil Society Working Group of Liberia.
In a communication addressed to LACC Chairperson Cllr. Alexander K. Zoe, the organization—represented by its head, Alfred G. Togbah—has requested that the Commission launch an inquiry into what the group describes as irregularities in the formation and execution of the CTN agreement. The concerns raised center primarily on the sequence of events leading to the establishment of the entity responsible for the contract.
According to the letter with supporting details, the CTN contract was signed in July 2018, while the Article of Incorporation for the company involved was reportedly issued in October of the same year. The Civil Society Working Group maintains that this discrepancy warrants a formal investigation to determine the legal standing of the contract and to assess the status of fees collected under the framework from 2018 through 2024.
The organization noted that its submission to the LACC includes several supporting documents: a cover page of the altered 2018 CTN contract, a copy of the 2018 Article of Incorporation, and an analysis outlining discrepancies between the original CTN agreement and the version restated in 2024.
In the communication, the group emphasized that raising these issues is intended to promote accountability and ensure that public agreements are subjected to due review. The letter further urges the Commission to determine whether restitution is appropriate should any irregularities be confirmed.
The Civil Society Working Group expressed its expectation that the LACC will examine the matter thoroughly and contribute to broader efforts aimed at strengthening public integrity. At the time of reporting, the Commission had not issued a public response regarding the request.
