Shanghai, China – The Liberia Maritime Authority (LiMA) and the Shanghai Maritime University (SMU) have formalized a groundbreaking cooperation agreement designed to boost maritime education, professional training, and institutional development within Liberia’s maritime sector.
The newly signed Memorandum of Understanding (MoU) outlines a long-term partnership between the two institutions, focusing on elevating technical expertise, improving regulatory standards, and fostering a culture of safety and environmental responsibility. Under this framework, both sides will coordinate closely to introduce training initiatives, academic programs, and capacity-building efforts that strengthen Liberia’s maritime workforce.
A key element of the agreement is the creation of expanded scholarship opportunities for Liberian youth. The initiative opens the door for aspiring maritime professionals to pursue advanced studies, specialized technical courses, and degree programs at Shanghai Maritime University. Officials believe the program will nurture a new cadre of Liberian maritime experts equipped to support national development and engage effectively in international maritime affairs.

The cooperation also includes provisions for technical support aimed at improving maritime governance in Liberia, as well as a structured exchange of faculty, specialists, and best practices between Shanghai Maritime University and the Liberia Maritime Training Institute (LMTI).
According to LiMA, the partnership is consistent with Liberia’s broader efforts to strengthen its human resource capacity, modernize its maritime institutions, and cement its reputation as one of the world’s most influential maritime nations.
