‎‎Monrovia, Liberia – Liberia has recorded one of its strongest performances yet on the 2026 Millennium Challenge Corporation (MCC) Scorecard, passing 12 of 22 indicators — a significant improvement from previous years and a positive step toward regaining eligibility for a new MCC Compact.

‎According to the report published on the MCC’s official website, the country demonstrated measurable progress in economic management, fiscal discipline, and governance reforms, though persistent challenges remain in education, civil liberties, and business regulation.

‎A Strong Turnaround in Key Economic Areas

‎For the first time since 2007, Liberia passed the Fiscal Policy indicator, a major milestone that signals better fiscal management and improved budgetary control. The country also achieved a remarkable turnaround on Inflation, recording a rate of 7.6%, down sharply from nearly 29% in 2020.

‎Other key areas of improvement include Control of Corruption (59%), Rule of Law (59%), and Access to Credit (73%), all of which reflect a strengthened institutional framework and growing investor confidence.

‎The country also made notable gains in Gender in the Economy (84%), Land Rights and Access (78%), Health Expenditures (62%), and Freedom of Information (93%), demonstrating progress in governance and social inclusion.

‎Governance and Social Challenges Persist

‎Despite the positive trajectory, Liberia failed in 10 indicators, underscoring areas that require urgent reform. These include Civil Liberties (27%), Government Effectiveness, Child Health, Primary Education Expenditures, Girls’ Primary Education Completion, and Natural Resource Protection.

‎The MCC report highlights weaknesses in the country’s regulatory framework, education system, and access to justice, calling for targeted interventions to sustain economic progress and strengthen human capital development.

‎Path Toward Compact Requalification

‎Liberia’s improved showing, especially in Fiscal Policy, Inflation, and Control of Corruption — the three key eligibility benchmarks — places the nation closer to requalification for an MCC Compact. The progress also signals renewed international confidence in the government’s ongoing reform efforts aimed at transparency, accountability, and inclusive growth.

‎Analysts note that while Liberia still faces structural hurdles, this year’s performance demonstrates a turning point in governance and fiscal stability, providing a foundation for broader reforms and potential future investments.

‎The Millennium Challenge Corporation (MCC) Scorecard remains a critical tool for assessing a country’s commitment to good governance, economic freedom, and investment in people.
