38 Inmates Granted Executive Clemency

Monrovia, Liberia – President Joseph Nyuma Boakai, Sr., has granted Executive Clemency to 38 inmates from prisons across Liberia, reflecting his administration’s commitment to fairness, rehabilitation, and second chances.

The clemency, announced on December 24, 2024, is grounded in the President’s constitutional authority under Chapter 6, Article 59 of the 1986 Liberian Constitution. This decision underscores President Boakai’s dedication to fostering a justice system that is humane and inclusive.

The pardoned individuals include 37 Liberian nationals and one Chinese national, consisting of 37 men and one woman. All were convicted of non-capital and non-sexual offenses.

Criteria for Clemency

The inmates were selected through a rigorous review process based on the following criteria:

Serving more than 50% of their sentences.

Completing sentences but remaining in custody due to small restitution obligations.

Being elderly or suffering from terminal illnesses.


Only inmates with exemplary behavior during incarceration were considered, while individuals convicted of capital offenses or other infamous felonies were excluded.

Focus on Rehabilitation and Redemption

The clemency decision highlights President Boakai’s belief in the power of redemption and the importance of reintegration into society. “Society benefits when individuals are given opportunities to rebuild their lives and contribute positively,” the President emphasized.

Over half of the pardoned inmates were housed at Monrovia Central Prison, with the rest coming from correctional facilities nationwide.

President Boakai reaffirmed his administration’s commitment to strengthening Liberia’s justice system to ensure it remains fair, humane, and just. He expressed gratitude to the judiciary, the Ministry of Justice, and all stakeholders for their role in this thorough and equitable clemency process.
