The World Customs Organization (WCO), through its Accelerate Trade Facilitation Programme, has begun a week-long intensive national workshop for staff of the Liberia Revenue Authority (LRA), focusing on strengthening performance measurement and elevating service delivery across the customs sector.
The training brings together personnel from key strategic and operational divisions, equipping them with the tools to better track, analyze, and improve the Authority’s performance in line with global standards.
Participants will explore several core areas, including organizational performance and governance, the WCO Performance Measurement Mechanism (PMM), and its alignment with Sustainable Development Goals (SDGs) and key performance indicators.
The PMM—one of WCO’s flagship frameworks—provides customs administrations worldwide with standardized indicators used to evaluate critical functions such as revenue collection, trade facilitation, enforcement, clearance times, integrity, and stakeholder satisfaction.
Customs Commissioner Saa Samoi welcomed the initiative, describing it as essential to strengthening LRA’s performance culture and enhancing operational efficiency. He encouraged employees to approach the training with seriousness, emphasizing its role in driving continuous improvement within the institution.
The workshop is being led by a team of international experts, including Maka Khvedelidze, Technical Officer in the WCO’s Performance Measurement and Quality Assurance Unit; Angelina Youkova, Programme Assistant with the WCO Accelerate Trade Facilitation Programme; and Tanele Magongo, Strategy Manager at the Eswatini Revenue Service.
The effort is expected to enhance Liberia’s customs administration, improve trade facilitation, and reinforce the country’s alignment with international best practices.
