Monrovia, Liberia – The Liberia Maritime Authority has launched a 2-day training session for its Directors and Associate Directors as part of the Government of Liberia’s Performance Management and Compliance System. PMCS is the Presidency’s flagship program for tracking accountability and results across public institutions.
The workshop, taking place at LiMA’s headquarters in Oldest Congo Town, focuses on sharpening institutional performance and ensuring the Authority stays aligned with national development goals.
Opening the session, Deputy Commissioner for Vessel Registration John F. Harvey praised staff for their hard work, which has helped LiMA rank as the top-performing public institution under PMCS. He called on Directors and Associate Directors to stay united and keep up the strong results.
“Liberia Maritime has set a high standard for performance and compliance. We must continue working together and stay focused on delivering outcomes that move the Authority forward and support Liberia’s development agenda,” Harvey said.
Gerald Hanyor, Senior Technical Assistant at the PMCS Secretariat, gave participants an overview of the system. He explained that PMCS runs on a quarterly performance review cycle, measuring government agencies against contracts signed between institution heads and the President’s office. The goal, he said, is to boost public accountability, improve service delivery, and pinpoint areas where institutions need capacity building.
Deputy Chief Financial Officer Desire Satia also addressed the group, reaffirming LiMA’s commitment to its Service Delivery Charter and full compliance with PMCS requirements. He stressed that Directors and Associate Directors are key to meeting the targets in the performance contract between LiMA and the Office of the President.
“You are the ones driving this process. Achieving our institutional targets will depend heavily on your leadership and execution,” Satia told participants.
The training reflects LiMA’s push to maintain institutional excellence and hold on to its position as a top-rated agency under the Government’s performance framework.
