LiMA board approves strategic instruments to drive digital transformation and boost revenue

The Liberia Maritime Authority (LiMA) is going digital — and smarter about its money.

The Board of Directors of LiMA has approved three key institutional instruments aimed at strengthening governance, speeding up digital transformation, and boosting domestic revenue collection.

The decision was taken at the board’s second quarterly meeting held on Tuesday, July 21, 2026, at the Authority’s headquarters in Congo Town, Monrovia.

During the meeting, the Departments of Finance and Information Technology presented three critical initiatives: the LiMA IT Policy, the internally developed Document Management System (DMS), and the Domestic Revenue Mobilization Strategy.

After extensive deliberations, the board unanimously approved all three, describing them as essential tools to improve efficiency, accountability, and quality service delivery.

The IT Policy will serve as a clear roadmap for LiMA’s digital transformation agenda. The DMS will modernize records management by cutting down paper-based processes, improving workflow, and making institutional information more accessible. The Domestic Revenue Mobilization Strategy will strengthen revenue collection, improve compliance, and ensure long-term financial sustainability while reducing reliance on external income.

However, the board directed management to conduct a deeper review of the cybersecurity framework within the IT Policy and DMS to protect the Authority’s systems from evolving cyber threats and align with international information security standards.

Speaking at the end of the meeting, Board Chairman Hon. Tornorlah S. Varpilah hailed the approvals as a major milestone.

“These strategic instruments represent a major step toward building a more efficient, transparent, and technologically driven Liberia Maritime Authority. As a board, we are committed to ensuring that LiMA continues to adopt modern governance practices that improve service delivery, strengthen accountability, and position the Authority to respond effectively to the evolving demands of the global maritime industry,” he said.

Chairman Varpilah stressed that innovation must go hand-in-hand with security.

“Technology is only as effective as the security measures that protect it. Our decision to strengthen the cybersecurity framework reflects the board’s commitment to safeguarding the Authority’s information assets, protecting stakeholder data, and ensuring the integrity of our digital systems,” he added.

The board reaffirmed its commitment to supporting Commissioner Cllr. Neto Zarzar Lighe’s vision of transforming LiMA into a world-class maritime administration operating in line with international best practices.
