Sinkor, Monrovia – The Liberia Drug Enforcement Agency (LDEA) has renewed its appeal to the public for assistance in tracking down Franklin B. Feawoe, alias “Black Bottle,” who remains on the run following the killing of LDEA Officer Emmanuel Payne.

‎Feawoe is described by the Agency as armed, extremely dangerous, and actively evading arrest. Authorities strongly caution citizens not to confront him but instead to provide credible tips to law enforcement.

‎Investigators have identified “Black Bottle” as the ringleader in what the LDEA calls a calculated and brutal attack that led to Officer Payne’s death. Payne was reportedly beaten to death on July 22, 2025, in the Benson Street community, Caldwell, by suspected drug dealers commonly referred to as “Zogos.”

‎Since the crime, the suspect has managed to elude capture despite ongoing manhunts. The LDEA believes he may be receiving support from accomplices and warns that anyone found aiding or sheltering him will face prosecution.

‎In its renewed statement, the Agency vowed that no one linked to the killing will escape justice. “The LDEA remains committed to ensuring that all perpetrators and accomplices face the full weight of the law,” the release emphasized.

‎The call for public cooperation is being amplified amid growing demand for justice for Officer Payne, whose killing has sparked outrage across the security sector and among ordinary Liberians.

‎The LDEA is urging anyone with reliable information on the suspect’s movements to immediately reach out to the nearest police station or LDEA office.

‎Justice for Officer Payne, the Agency insists, will be pursued relentlessly until “Black Bottle” and all his accomplices are held accountable.
