As a means of enhancing transparency and efficiency within public sector, President Joseph Nyuma Boakai, Sr. has signed a presidential directive mandating the immediate implementation of the National Performance Management and Compliance System (PMCS) across all government institutions. This initiative is a cornerstone of the President’s commitment to good governance and sustainable development.
At a press briefing from the Executive Mansion, President Boakai articulated the vision behind the PMCS: “Through the PMCS, we are building a foundation for a government that is responsive to the needs of its people and operates with a clear vision for Liberia’s progress and prosperity.”
The PMCS aims to align public institutions’ objectives with Liberia’s national development agenda, ensuring that government actions are efficient and citizen-focused. Key elements of the directive include:
- Performance Contracts: All heads of government institutions will establish performance contracts with the Office of the President, defining specific goals, targets, and deliverables tied to national priorities.
- Integration with Government Planning: The PMCS will be woven into the operational processes of each public institution, ensuring that their activities align with both statutory mandates and development objectives.
- Regular Performance Reviews: Continuous evaluations will monitor progress, identify challenges, and facilitate necessary adjustments to meet established goals effectively.
- Cabinet Oversight: The Cabinet Secretariat, led by Director-General Nathaniel T. Kwabo, will oversee PMCS implementation, providing essential guidance and support.
This directive underscores the administration’s dedication to a public sector characterized by integrity, service, and accountability. President Boakai reiterated the significance of the initiative: “The PMCS marks a new era of public service in Liberia—one dedicated to meeting and exceeding the expectations of Liberians.”
The Cabinet Secretariat will issue further guidelines and support mechanisms to ensure a smooth rollout of the PMCS. With this transformative initiative, Liberia is set to embark on a path toward improved public service delivery, fostering a government that truly serves its citizens.
