Boakai Summons Legislature for Emergency Session Over Currency, Budget Concerns

President Joseph Nyuma Boakai Sr. has formally called the 55th Legislature of Liberia into a Special Session to urgently address key national issues, including the printing of additional Liberian dollar banknotes and passage of a supplementary budget.

In a communication dated April 6, 2026, and addressed to House Speaker Richard Nagbe Koon, the President invoked Article 32(b) of the Constitution to mandate the extraordinary sitting.

The Special Session is scheduled to run for ten working days, beginning Thursday, April 9, and ending Thursday, April 23, 2026, at the Capitol in Monrovia.

According to the President, the decision to reconvene lawmakers stems from pressing national concerns that cannot wait until the Legislature’s regular session resumes in May.

The Legislature had earlier adjourned its first quarter sitting on March 19, 2026, after exhausting its agenda, with plans to reconvene on May 8, 2026.

However, President Boakai emphasized that evolving economic and governance demands now require immediate legislative intervention.

Top among the issues listed for deliberation is a proposal to print additional Liberian dollar banknotes, a move seen as critical to addressing liquidity challenges in the economy.

Also high on the agenda is the proposed 2026 Supplementary Budget, intended to adjust fiscal allocations in response to emerging national priorities.

The President further indicated that other matters of “urgent national concern” will be presented for consideration during the session.

Citing constitutional authority, Boakai reminded lawmakers that Article 32(b) empowers the President to convene or extend legislative sessions in times of national emergency or importance.

He acknowledged receiving official communication from Speaker Koon regarding the Legislature’s adjournment but stressed that current realities necessitate an earlier return.

“These proposals are time-sensitive and cannot await the resumption of the regular session in May,” the President stated.

He urged members of the Legislature to give full attention to the call and act swiftly in the interest of the country.

The Special Session is expected to draw significant public and economic attention, particularly regarding decisions on currency circulation and government spending.

Observers say outcomes from the session could have far-reaching implications for Liberia’s economic stability and fiscal direction.

In closing, President Boakai expressed confidence that lawmakers will rise to the occasion and address the critical issues before them, he stated.
